Kemur Man #139 (Bandai, 2000)
This is the rare Kemur Man figure from the Ultra Q Monster Series line (#139) released by Bandai in 2000. 

This is not to be confused with the more common Kemur Man #9 that was released in 2013 as part of the Ultra Kaiju 500 line. This version is similar but spprts blue paint (instead of purple).
 
The figure is 7.5" tall.
